Upon the invitation of the US State Department, he attended the Study of US Institutes (SUSI) program, focusing on constitutional law and political thought. He received his Doctor of Juridical Science degree from San Beda College, where his dissertation work focused on the natural law, the Philippine Constitution, and the limits of judicial power.<\/p>
